さっそく記入して郵送しましたが、W-8 BEN は、すでに昨年送っていました。そのときは Online Service Agreement の書類を書かなかったので、要求されたのでしょうか。

While your account with Firstrade is open and contains assets, the possibility exists that mandatory tax withholding will occur if this required paperwork is not returned to Firstrade. We have attached to this email the Online Service Agreement and Form W-8 BEN for you to complete, sign and return to Firstrade. Prompt return of these forms will ensure your account will remain in good standing and no additional taxes will be withheld.
実は、Online Service Agreement がどういう意味なのか、よくわかりませんでした。だって、今も普通にネットでいろいろ売買しており、

そのまま継続してくれれば何も問題がないのです。こういう書類を出さないと、ネットでの取引ができなくなるのでしょうか。なぜこの書類の記入が求められているのか、乙は、読んでも意味がわかりませんでした。
まあ、求められているのだから、書類を返しておこうというだけの話です。もう少しくわしく説明してほしいものです。出した場合はどうなり、出さなかった場合はどうなると比較しながら明記してあれば、その違いが一目瞭然なのですが、……。
念のために、Firstrade にメールで聞いてみたところ、乙が昨年送った W-8 BEN のフォーム（それとパスポートのコピー）が未着だとのことです。いやはや、事故は起こるものですね。
さっそく、再度書類を郵送することにしました。
